The Rooney rule makes sense on paper...but like the whole Affirmative Action issue...it really is not viable in the premise that how you can you tell someone who they have to hire?
You can bet many do hire people of diferent ethnic groups just to "fill the quota" and from this the employer is cheated because they might not have enough minority candidates and sadly don't get the best person for the job, because some have the feeling they won't be hired anyhow so why even try?
Even though they do interview a "Minority Candidate" it is all window dressing and you can bet they already have eliminated him from contention...so how does anyone really win in this situation?
