Fellow Jarhead here. The IP is OK if you are just sleeping/crashing. Definitely low class, but the beds are clean. For an IP price, check out Harrah's or Excalibur. However, IP has an ideal middle-strip location.

I go to Vegas once a year with college buddies and this upcoming September is our ninth consecutive year going. We're small-time gamblers that dabble in poker, sports-betting, three-card, blackjack, craps, etc. We used to stay downtown at places like the LV Club, Four Queens, Plaza. The last two years we've stayed at the Imperial Palace.
Here's the way we look at it: if we're here and on a budget, why the heck would we spend anything more than cheap on the hotels? Like the OP, we use the room to sleep for 2-4 hours a night, and that's it. I would rather take that extra 50-100 bucks a night and play some games with it. Hell even throwing it into a slot machine is better use of a money than using it for a room. At least you have some chance of a return.
The rooms are average, but I haven't had anything wrong with the two I have been in. The clientele is about the same as you'd find downtown. The singing dealers make for a good time the first night you're there (they get repetative) and the cocktail service is great if you tip. The layout of the casino, particularly the elevators and bathrooms are a little too spread out, but honestly, you cannot beat the location of the place.
PS - if you go there and they still have the Yahtzee games right next to the check-in and near the escelator to the sports book - put $100 in and have yourself a good time. My buddy and I played that, sipping drinks for a few hours and both cashed out after hitting several bonuses a few hundred ahead.
