 The problem is what if connor gets crushed or breaks his leg again.

Dana doesn't want that as the last fight.  So i would guess the co main event, not the last fight.

Plus the guy has one win in the last 5 years.

One win in 5 years and the last a broken leg, top match doesn't seem to me a reasonable offer to the public.
