No evidence is needed. It's just the way of life.

Say that you own a fruit shop. What would you do if I was to enter your shop and start giving out free fruit to customers? Would you continue to let me sell my goods? I think a more honest answer would be that you'd kick me out.

Same principle. Covers is NOT going to allow someone to hand out free daily winners while their paid handicappers are twiddling their thumbs.
