My 'all around' comment was with regard to the sty's favoring of overs, combined with melo's assertion of the Padres side. so, overs and padres look good...
save for Kulpa being a bit strikeout heavy, the line weight and percentage of public money (i know many don't care but I use this) on covers concensus, SDQL, and baseball reference are all alightnig.
already posted SDQL
Tyson Ross is a better pitcher, pitching to a shitty against RHP team. Cubs are 31-48 against Righties
Kulpa does allow walks. though he has a tight zone. But, he also likes to give Ws to away teams.
Jackson has control issues. Here's last 5 vs. cubs, dating back to late 2010
SplitIPHRERBBSOHRERA/Pit
v.SDP27.2452625112658.13
Indifferent on weather, 5 mph in wrigley is negligible.
7.5 runs isn't a ton, padres perform quite well against jackson, and according to covers, vegasinsider, wunderdog when I was watching this AM, concensus stuck on Under for some reason...
all of this leads me to say Melo is right on, and the oever is also worth a look.

I'm not saying SD is a bad play, because I'd definitely take them before the Cubs, but here's some info that makes me lean towards Unders in this game (and no TT Over or RL plays)...
Pads pitcher Ross only gave up 3 runs in his last 4 starts combined, for a 0.93 ERA. And two of those games were at LAD and Color. He gets lousy run support too; in his last ten starts, Pads scored only 18 runs for him, and 6 of those runs came in one game. So his starts have gone Under 10 straight times. These teams are 28th and 30th in runs scored. It doesn't get much worse than that. And an Under umpire; 4 of Kulpa's last 5 games went under.

Well, not trying to convince you of anything, especially since Wrigley can be tough on unders. But at least you can see why I switched from Padres.....

i was going to speak to Ross pitching in Comiskey, Philly, and Arizona for hitting, but just scrubbed worrying about OU.
I would play the over despite all your stuff. posting this for posterity, but NO PLAY!

CWS TT Over 3.5 -125 MEDIUM. Twins pitcher Hughes has been getting hit hard; opposing teams have scored at least 5 runs in 5 of his last 6 starts, including the Sox 6 runs on 6/22. Sox struggled to score in their last series vs KC, but that's reflected in the low 3.5 number, and they've actually averaged 4.2 runs over their last 11 games.
