I hope IAm Pain wasn't serious...whether you believe player safety or whatever, I don't believe that was ever taken into consideration. But you want the ball in your hands with the other team having no opportunity to get it. Thats what declining does. Judging by your picture I wouldn't expect you to believe in math or statistics or any of that devil talk, but to call someone stupid when clearly the numbers suggest he was right is just ignorant. Helllloooo back......it is actually a free kick and the kicking team has the option to punt it or kick it off a tee like a standard kickoff (which can be recovered by the kicking team). Read your rulebook before you speak of things you know little about.
