Did not read the entire thread so maybe some-one mentioned this.
Most teams choose to punt after a safety but it is not reguired to punt, a team can kick-off but without a tee. That comes right out of the rulebook on NFL.com.
And onside kicks are allowed best I found on another site.

Helllloooo back......it is actually a free kick and the kicking team has the option to punt it or kick it off a tee like a standard kickoff (which can be recovered by the kicking team). Read your rulebook before you speak of things you know little about.
