It was strategic. Giving the packers the ball back with 38 seconds left was plenty of time even without timeouts. Blame the dumb nfl rule changes promoting more offense. Its a big difference having touchbacks start at the 30 yard line now with kickers easily able to boot 50-60 + yard fgs. Lions defense was totally decimated with injuries, packers only needed about 30 yards to tie it and would have huge advantage to win the game in OT if they got the ball first against lions defense full of practice squad players and guys off the street.
