Even Donahay admits that he always fixed games for totals by calling lots of fouls and leading to lot's of FT's (while no time runs off the clock). In NFL, I would think that the O/U philosphy would also be easier to manage than fixing a side.
What do you call if you are the back judge (trying to fix the game) on a blown coverage 80 yard pass play? You can't - if no one covered him, then you have very limited options to negate the big play. You would need colusion from your Umpire or the Referee to call Off. Hold to negate the play. Too hard.
Best you can do is what Donahay did - influence one aspect of the game that will allow for more of one thing to happen to acheive a totals play.
