Is 3 still considered the best number to use, in spite of not knowing who the home team was for each past game that you're basing your predictions on?

You can't use one number. It's not the same for every team.
Seattle and Green Bay are not Miami and Jax. You have to consider things like noise, temperatures, opponents, how the team starts, is there a huge tailgate scene, stadium design, and many, many other things.
Most of those books are 50 years old, alot has changed since then most of all, people.

HFA is calculated in the spread. It is probably the most overused, overvalued angles in sports betting. You're much better off ignoring it and focusing on the match-up and the situation of the game.
HFA usually being overvalued should tell you where the true value is if you handicap the situation and statistical match-up to be in the visiting team's favor.

They did get busted numerous times over 2 decades ..Key home games I would inflat their HF advantage to 7-8 points ..
My Brother in used to text from games in Foxboro and claim the Pats o line were being allowed to hold on the current drive on every play....Didn't have a live bet option at the time
