Not entirely true...let's say hypothetically for the sake of interest that Seattle opened as a 3 point favorite. Then every dollar that is bet pours in on SEA and they keep moving the line to get money on the other side and no one takes the bait and they bet the line all the way to SEA-7. All of a sudden there is a golden opportunity and everyone piles in on MIN+7, and buys the half point to get it to +7.5. 'Success' says Vegas, we have even money on both sides! That would be a huge error though since both sides of the bet could cover and 'vegas' could lose every bet if Seattle won by 4,5,6, or 7. So Vegas doesn't simply move lines to get even money on a side. There is a lot more that goes into it than that.
There are also scenarios where Vegas knows a game will go one way (or has a very good idea/insight that we don't have...remember this is something they have been doing successfully for decades) and has no problem getting 60-70% of the money on one side if they feel comfortable in that spot. They even lower/raise lines to entice more betting on one side because they are so confident.
