I think your premise is incorrect. No white racist I have ever known has claimed to have black friends. Quite the opposite — by definition. I have even known some that have disowned their own family for marrying a black person, etc.
Maybe the implication is latent? When people are accused, they feel obligated to prove it untrue. Most people will not have known you long enough to judge you by actions alone. So, I think those folks have to use something as a qualifier— otherwise, you can just claim someone to be racist no matter what. They are simply using one of the obvious, visible signs one can use — else, no way to prove one’s heart and the argument is circular.
I do get your point — but what else can they use? I understand your point. Every white person runs around saying that.
