Both things are true IMO. The refs absolutely cannot wait to throw drive extending flags in the losing teams favor at the end of games. I've been saying this the last few years.
But at the same time, for some reason defenses are allergic to getting off the field on 4th and long. They do it all the time at the worst time. If you had South Carolina vs Florida 2 weeks ago they did the same thing on back to back drives. Gave up 4th and long and blew a 10 point lead with 5 mins to go.
It's all by design and that's why you can't pick too many favorites. Tonight I did a bet they offer in European books called 'halftime/fulltime' which means you win if the team is up at the half and wins the game. It was more expensive than the spread but way less expensive than moneyline. It was iffy after that pick and giftwrapped TD in the 2nd quarter blew a 10 pt lead. It's a popular bet in soccer but i use it for NFL for teams like the Bills who like to get leads and then sleepwalk their way to a close win that should not be close.
You can also get really good odds on some of the other combinations like if you take one Buffalo/TB or Draw/TB

Bills had so many chances to bury Tampa..How many times in the 2nd half did they have the ball at midfield with 1st and 10 up 24-10...they punted 3 times....This game is on the Bills..They had killer filed position all 2nd half...Tampa was buried inside their 10 yard line 3 times in the 2nd half...
