I don't know the history of Finnegan nor Andre Johnson. But, on the field of football dirty plays, talks, physical battles are expected.  You don't just explode just because you've had it.  That is in no way within the rules of the sport.

In America, everyone loves to point the finger to one another.  "He started it!" "No, he did!"  This isn't the way to resolve conflicts. 

Obviously, Johnson couldn't control his emotions and went off.  Finnegan used that to his advantage. 

If I was the commisioner, I would not suspend any players.  Instead, I would ask two of them to play each other AGAIN in a dome by themselves.  Make them learn how to cope with frustrations and hatred.

Until they both are tired of playing against each other, I would let them go on the real field again.  This is how you make friendship and bond with your enemies. 

Fines, suspension, penalties do not constitute to learning.  It only represents a drawback and further grievances.
