According to Navytimes, New York mayor and governor greeted hospital ship Comfort upon arrival.  But military red tape prevented acceptance of most covid patients which lead to ship sitting almost 90% empty.   In 3 weeks, only 179 patients treated because hospital ship was no longer needed.  It arrived too late after hospitalization level peak following ;local lockdowns.  Apparently, Trump was more incompetent than Cuomo in handling of pandemic.
