Of course, getting handguns through sales in Canada had always been difficult. The hoops they have to jump through cause most to just give up. Not like here. HERE, some banks have actually given away free guns in their promotions! And teens are permitted to purchase a military assault weapon and multiple HC magazines on their 18th birthday....then go and kill people!

The primary reasons I can are:
Not everyone has (all) those conditions available to them.
An “assault rifle” is by definition “select fire” (capable of “automatic” operation). This puts it into a classification of firearms that is not only heavily restricted - but also scarce. No “civilian” can own an “assault rifle” that was made after May 19, 1986; so whatever was available then - are the only ones available now.
The original law (NFA, 1934) imposed a $200 “tax” on the lawful ownership of automatic firearms. While $200 isn’t much money in today's world, it was a significant amount in 1934.
Both of these government imposed “conditions” appear to have been made to assure that only the rich/powerful can actually own these kinds of weapons - legally. These government imposed controls have little effect (cost, wait times, scarcity, etc.) on those that obtain them via criminal means.
