His district is predominantly Black & Hispanic as well as being the largest district in Texas. It's also the 3rd largest district in the country. His death left a representative position open in the House. An election had to be scheduled.
Governor Abbott did just that. He scheduled a Special Election for November. November??? That's 8 months away! So close to 5 million citizens will not have representation in the House during this period. Abbott pointed the finger @ Harris Country stating they consistently fail to conduct elections according to state law. He provided no proof to support his statement. If you haven't figured it out yet, this district is deep blue.
