Most states have a mandatory recount procedure if the entire election is decided by less than 1 percent. Then either contestant can ask for a recall before a runoff election between two if neither holds over 50 percent. 

The 65000 resenting either party actually matters in this matter  if no clear majority exists. 

In Georgia in Maine a ranked choice feature exists.

The Secretary of State says that as of 5:45 p.m., there are approximately 36,331 ballots outstanding in Georgia.

If these ballots continue to trend 67/33biden. .

This will  structurally be a dead heat 36 divide by three equals 9 9000 lead plus the 9000 18k. 36 divided by 2/3 18k and can be labeled the closest election in presidential politics in Georgia history separated by less than 400 votes 68 32 Biden wins. 66 34 trump....
