I agree the program should exist as it benefits those that don't have the means to have a phone. but as the article I referenced in post #1 demonstrates, the lack of oversight basically encourages fraud. the carriers main focus is to give out as many phones as they can! not to identify those that need phones! this is where the fraud occurs. do you not think this is wasteful?
