Mueller chess game

Could Mueller be playing a big giant chess game whereby he submits indictments every few months to draw attention to the case but wait until just before the 2018 midterms (maybe even the week before) to indict the big fish, the Golden Colmover himself? In that scenario Repuplicans would be faced with an impossible choice, with the clear evidence against him, vote to impeach and alienate the Trump voters against them, bringing about a Democratic wave, or vote not to impeach and triggering a Progressive backlash of voters who weren't even planning on voting, and bringing about a Democratic wave?
