Make sure you think in terms of yourself and your loved ones. We all think certain things are not necessary unless they involve someone close to us.
sorry but your wrong. Loved ones or not, you cant give everybody an mri just because they have a headache. Like i said in a perfect world where things didnt cost money of course you would get every test possible.

You all are avoiding the question. What is a specific test that is unnecessary? And what tests (not given) are considered malpractice?
If youre wife or child was suffering headaches, and the Dr. could not rule out a brian tumor, as unlikely as that would be, would a brain scan become "unnecessary?" It is an extremely though question to answer when it becomes personal, I admit.
