I can also tell you didn't even read the article but if you did, and you did your own fact checking, you would find plenty of evidence to support it.  This isn't "an election was stolen and it's all a fraud" story.

Solar is a great concept, but it's crazy expensive to install currently. The battery pack also doesn't harness much energy. Spoke with someone in CA that has a small pack and maybe 20'x8' or solar and he said he's lucky to get enough power on a sunny day to run 1 load of clothes.

Everything in California is overpriced.   Here in ny , we have programs that are pretty reasonable.

No evidence of favoritism according to National public radio.  Both Trump and Biden benefit from extra funding to help underfunded election infrastructure.  Due to pandemic, congress and states provided only a tiny fraction of funding necessary for 2020 election.  Legal for Zuckerberg to donate to nonpartisan foundation that distributes grants to help over 2500 election offices across the US.  Nonpartisan election offices decide how to spend money in a wide variety of ways.  For examples, hiring of more poll workers, protective gears, public education on how to vote and transportation of voting equipments.  Without more funding, there would have been longer lineups and delays in processing mail ballots.
