As of about an hour earlier, the Georgia Secretary of State said there were 16,105 ballots still outstanding.
A Georgia elections official said earlier Thursday that he expected "to have a recount for president, more than likely." He said that the process of counting ballots is "going to take time."
"'Done' is a very relative term at this point," Sterling said.
Incumbent Senator David Perdue still was at 49.9% of the vote, meaning that race still appeared headed for a runoff in January.
At least three counties across Georgia have stopped counting ballots for the night, county officials told CNN Thursday evening.
This includes, Cobb County, an Atlanta suburb where Hillary Clinton won by a small margin in 2016 and Taylor County, located roughly 100 miles south of Atlanta.
Gwinnett County, the second largest county in the state, has stopped counting ballots for the evening and plan to update their results to Georgia's Secretary of State website on Friday morning.

As of 10:35 p.m. ET, there are approximately 14,097 ballots still outstanding across Georgia, according to a statement by Secretary of State Brad Raffensperger.
Almost all of the outstanding ballots are absentee ballots, Raffensperger’s office told CNN earlier Thursday.

8:00 a.m.
Gabe Sterling, from Georgia’s Secretary of State’s office, said on Good Morning America that there are still more than 8,000 votes outstanding in Georgia. This include at least 4,800 ballots from Gwinnett County, which has trended blue and is likely to give Biden more of a lead. That figure doesn’t include provisional ballots, potential absentee ballot cures or military/overseas ballots. Sterling said the maximum number of military ballots that could come in is 8,899.
“Right now Georgia remains too close to call,” Georgia Secretary of State Brad Raffensperger told reporters at a Friday press conference.
“Out of approximately 5 million votes cast, we’ll have a margin of a few thousand,” he said, adding that the focus of his office was on making sure every legal ballot was counted.
“As we are closing in on our final count, we can begin to look at our next steps. With a margin that small, there will be a recount in Georgia,” he said.
