That is incorrect. Tiger automatically came to mind

2005 Masters- Tiger won and shot a 74 in the 1st Round. He wasn't even top 30 after the 1st Round

Morikawa last PGA Championship was not top 15 either. There are plenty more. In fact, u will usually find the true value gems between rounds out of the top 10

Since US Open is this week...Koepka actually shot a 75 in the 1st Round when he won it in 2018. He wasn't even in the top 40 of the 1st Round. Probably more of the exception than the rule with some of the elite guys shooting that far off in the 1st Round
