It sounds like this streak rule is simply, cover or not cover 9 games in a row. A team won't cover 9 in a row (bet against them) and likewise a team won't not cover 9 in a row (but for them). And this has precedence over any other rule.
yea pretty much. There are exceptions but they are so rare. For example. Go look at Oregon. They play in same conference as Washington. Go look at what they did coming home after 3 straight road games!
