joe paterno did do the correct thing and report it to University authorities. They are the ones who had the obligation to investigate and act appropriately.
if anything , the grad assistant had the true legal responsibility to report the crime. It appears that he was upset and perhaps thought he was doing the right thing. It wasnt Joe Pa'a role to call the police. if the grad assist saw the crime, he had the legal obligation to report. Once the University was notifoed of a probable crime, the University had a moral, and in my opinion a legal obligation to investigate and report heinous criminal activity.
