All they do is offer a well considered line, intended to balance their action, and apparently it works just fine (and they make money) when the bettors choice is to support that line. Currently my source says that 58%of the bettors are supporting the Astros and 60% are supporting the Rangers. The line-makers expected that and set the initial lines high. Books do not wish to be gamblers, they are brokers, and your money is up against someone else's money, not the books money.
