You say you don't know any way to explain it. Cite the rule you are referring to! Just saying "that's the way it is if you don't believe me you're clueless" isn't proof.
I have searched the NCAAF rules and can't find anything specifically referring to a defender making a play while out of bounds, presumably because it is indirectly referred to by other rules and kind of too obvious to need a specific rule.
