Since Biden cooperates fully with National archives and justice department, his case is more similar to Hillary Clinton's retention of classified material on private emails. Carelessness in handling documents is usually treated lightly by administrative proceedings. Under the law, most of Trump violations don't apply to Biden such as obstruction of justice.
