TOKYO, Oct 27 (Reuters): Japan's cabinet approved a plan on Tuesday to use public funds to provide Covid-19 (coronavirus) vaccines to the public for free.
The plan also calls for the government to bear the cost of any health damage caused by a vaccine, according to a document posted on the health ministry's website.
Moderna develops vaccines based on messenger RNA (mRNA) to produce viral proteins in the body. They have yet to bring one to the market. In January, they began developing a vaccine for the coronavirus and since then the government has bankrolled Moderna’s efforts, providing nearly $1 billion in support. In partnership with National Institutes of Health, they found that the vaccine protects monkeys from the coronavirus. In March, the company put the first Covid-19 vaccine into human trials, which yielded promising results. The vaccine has progressed into Phase 3 testing, which began on July 27.
In October, the company announced that they had finished recruiting all 30,000 participants in the study, including 7,000 people 65 years or older. Moderna’s trial protocol, which the company shared in September, indicates they will wait until a significant number of volunteers become sick before seeing how many of them were vaccinated. They also observe whether any participants suffer adverse events, investigating any serious cases to see if the vaccine was the cause or just a coincidence. If their results meet the FDA’s benchmarks, Moderna could potentially apply for an emergency use authorization by the end of 2020.
On the business side, Moderna lost patent dispute in July over some of their vaccine technology. The following month, the company stated that it could not be certain it was the first to make the inventions claimed in their patents, including its coronavirus vaccine. Meanwhile, the company has entered deals with several countries to supply the vaccine if it’s approved. On Aug. 11, the United States government awarded the company an additional $1.5 billion in exchange for 100 million doses if the vaccine proves safe and effective. Canada agreed n September to acquire 20 million doses, and quatar secured its own supply in October.

As President Trump holds a string of rallies across the country in the final days of
the presidential campaign, Stanford researchers released a study that found that
earlier presidential campaign gatherings accounted for 30,000 additional cases
of the coronavirus and may have led to 700 deaths.
The study from the Stanford Institute for Economic Policy Research looked at
the number of coronavirus cases and deaths in the weeks after Trump held
18 large campaign rallies between June 20 and Sept. 22.
“The communities in which Trump rallies took place paid a high price
in terms of disease and death,” said the study by B. Douglas Bernheim,
a Stanford economics professor

England will enter a second national lockdown in the coming days,
British Prime Minister Boris Johnson has announced. The decision
came hours after the UK passed the grim milestone of one million
coronavirus cases.
The month-long shutdown will come into effect from Thursday

"We must act now to contain the autumn surge," he said.
The strict lockdown will see the closure of pubs, restaurants and

Americans need only to look at neighbor Canada to understand how completely Trump administration has failed its covid response. If US handled the pandemic like Canada did, 140,000 Americans might still be alive today. US mortality rate is 2.5 times higher than in Canada. If Biden is elected, he would do more to support healthcare system and follow the advice of public health experts. Strategies that Canada has proven to work. Canada won't remove its border restrictions to Americans until there is evidence the pandemic is easing in the US. But US still has the most covid cases and deaths of any country in the world. Pandemic lead to recession but Trump refuses to realize there can be no full economic recovery without control of virus spread.
