Of course. block grants that the states then allocate. You know what that means right?

Government gives the states a chunk of cheddar. The states then divide it up where they see fit.

This is correct "Meals on Wheels" is not a function of the federal government. States can allocate the money to wherever they want..

As some in this thread have realized, the GOP wants all old people, poor people, minorities, handicapped people, and young children to die.
The Democrats are trying to save the aforementioned groups.

can population controls be discussed, as china on one extreme forces abortion and sterilization after the first pregnancy on one extreme, and republicans will not even discuss the day after pill on the other extreme.

did you read the story that you linked? It is interesting and not as black and white as either side of this argument portrays it to be. But the take away is that elderly and meals on wheels will definitely be impacted by the budget cut.
