If you believe David Axelrod has an in-depth knowledge of Wisconsin law and he's dispassionately criticizing the judge's ruling based on that expertise — rather than just feeding liberals a way to hate the judge — I don't think you're in the world of minimal rationality.

Some businesses owners will never recover from the destruction. Insurance will find a way out of compensating and how does someone borrow from a bank to rebuild when all their collateral was just destroyed? They can't pull money from their home because they no longer have a source of income to justify borrowing against their property. Where do they get the funds to rebuild?
I don't know many details of this case, but I wouldn't be the one to charge someone who has a fireman exposed unless that person intentionally hurt someone close to me. I'm not charging after someone based on crowd reaction or "whataboutism". You follow the wrong people you'll end up in the wrong location.
