Endless glitches and confusion. The system is overwhelmed, never meant to handle the volume. Money needs to be invested to update systems but there is little of that to be found. Tax casinos more, raise tolls, incorporate a sales tax are ideas kicked around but unpopular with voters and therefore unlikely to gain traction.
I also see good people that are unable to break in to the Delaware political landscape as the people in office stay there. A republican generally has zero chance and democratic candidates are in the same boat going against incumbents. It's almost a lifetime appointment once in office.

Stopping the census count early hurts every community... big cities, suburbia & rural areas.
Communities won't get their fair share for economic development, child care, education, roads and mass transit just to mention a few of the areas negatively impacted.
