If they were to make this virus and then decide to unleash it, you wouldn't open the back door at the lab and let it go! They would have sent it to a different country and released it. Or, if they wanted, for whatever crazy reason, to release it in their country, logic would dictate they would release it near the original source, the bat caves 800 miles away. That would make it look natural.
It looks like they were experimenting, lab worker(s) became infected, maybe first a few were asystomatic, and spread it in their city. Accidental release.
