First up is yes, many deaths happened on Cuomo's NY watch. TRUE. Therefore Cuomo must be held "partly" responsible. We have to say "partly responsible" because most of the NY deaths occurred in NYC - under DeBlasio's watch. So he must share responsibility too!
However, both NYC and NY state fall under trump's watch - therefore, he also shares responsibility.
Second, while it's Deblasio's mandate to protect his constituents in NYC and Cuomo's mandate to protect his constituents for the state of NY, it is trump's mandate to protect ALL the citizens of the US -- which include NY state and NYC.
But he failed miserably, and this is well-documented.
