First up is yes, many deaths happened on Cuomo's NY watch. TRUE. Therefore Cuomo must be held "partly" responsible. We have to say "partly responsible" because most of the NY deaths occurred in NYC - under DeBlasio's watch. So he must share responsibility too!
However, both NYC and NY state fall under trump's watch - therefore, he also shares responsibility.
Second, while it's Deblasio's mandate to protect his constituents in NYC and Cuomo's mandate to protect his constituents for the state of NY, it is trump's mandate to protect ALL the citizens of the US -- which include NY state and NYC.
But he failed miserably, and this is well-documented.
Only the most extreme of the far right would refuse to assign responsibility of protecting ALL OF AMERICA to the president, but instead cast the finger of blame on Mayors or Governors or China -- when it is the president who is in charge of DEFENDING AMERICA from threats - including contagions - but his incompetence ALLOWED the damn contagion to take hold and spread wildly in the first place.
