Regarding oil being up and I maybe wrong but doesn’t also mean gas prices will raise? If one does not have stakes in that commodity, one would hope for oil to be down to create a favorable number at the pump. ?

Generally that is correct. There is a direct correlation of course. Generally around 4:1 or so. But a lot of factors drive the cost of gas. For example, the USA will do a seasonal switch after summer travel and the demand is less because folks travel less in the winter season. There can be a lagging affect as well. So, there are times where gas prices can take a while to rise after oil prices rise. Generally, this is done at the station levels to not drive away customers. Then the opposite can be true as oil prices drop. That way they keep making profits.
So, if there is a small or temporary rise in oil prices, gas prices may not rise. They could even drop if the timing is right with the switchover on blends and lower demand due to less travel.
Oil is very speculative and very fickle.
But you are correct -- if you want lower gas prices you want lower oil prices.
