There are reasons why consumers didn't experience much pain from Trump first tariffs. First, his tariffs are levied on intermediate goods rather than finished goods. Prices increase in supply chain but producers couldn't pass all of it onto consumers. Secondly, shift in imports to substitute countries not subjected to tariffs. Third, government stimulus money offsets higher prices in pandemic. However Trump new tariffs could be worse because of higher rates on more countries. There won't be stimulus money to offset new tariffs. Trump tariffs likely contributed to inflation under Biden. Income tax is better for raising revenue but Trump tax cuts constrained Biden options.
