Why? Why do they "have to be smarter than that"? Who's going to complain about an over/under being manipulated? The home team? No. The visiting team? No. The fans at the game? No, not if they aren't betting on over/unders. So who's going to raise a fuss over the total being fixed in an NBA game, even a nationally televised one? Only us, the bettors. And how far will our fussing go? Pretty much nowhere. We'll bitch about it for a day, no one that matters will pay any attention, and today we'll all go back to betting and the matter fades away.

Even if the NBA league office in New York decided to take a closer look at the replays of certain games, how can they prove that a series of terrible calls during the course of a game indicated a fixed outcome? I've seen this before. In fact, I started a thread about the last obvious fix I fell victim to. It was a game in Cleveland between the Bulls and the Cavaliers back on January 2nd. If my memory's right, there were close to 50 free throws attempted in the first half! The overload of fouls continued in the third quarter, but by the end of the quarter, they were close enough to the over that they didn't have to keep doing it. Look in my archives and you'll be amused by the thread.
By the way, in writing this post, I looked up the officiating crew from that January 2nd fix job in Cleveland, and whaddaya know, Eric Lewis was in on that one, too.
