If we really wanted to cure poverty and reduce crime we would spend tax dollars on investing in declining areas where job loss has hit areas and find ways to give opportunity and invest to keep cities from further decline. If I buy a house and live in it for 40 years, if I do not maintain, invest and take care of it that house will decline and break down.
