Short answer: timing. One needs to be addressed before the other hopefully gets fully addressed and goes into effect and is realized. Then, if the tax cuts are extended, it will also give time for his agenda to start taking place.
Then you have to keep in mind, even if spending is cut, the interest still has to be serviced — which is one of the largest budget items now.
