Generally, the best qualified individual continues to be hired in government.  Despite equity policy to help historically disadvantaged minority to be better represented in workforce.  Years of equity hiring has resulted in little progress.  Usually, minority candidate may be considered if no one is better qualified.  If no one satisfies job requirements, no one is hired.
