According to Listerine, mouthwash isn't intended to prevent or treat covid.  Although there are lab studies (in vitro) of listerine mouthwashes having some activity on coronavirus, the available data is insufficient.  No evidence-based clinical conclusions can be made as to the anti-viral efficacy of listerine mouthwashes.  More research is needed.

Fubah2 is right.  Crest, listerine and other companies warn that standard mouthwashes aren't intended to be used to treat or prevent covid.  According to healthline, there isn't enough research to support mouthwash as a effective tool to fight covid.  Limited lab test on petri dish isn't as conclusive as large clinical trials involving humans. Furthermore, mouthwash temporarily affects mouth and throat but not nose and lungs where virus can continue to reproduce.  This means mouthwash is unlikely to have an impact on the disease. So Johnson's flawed advice distracts people from more effective ways to control the virus such as masks, vaccines and avoiding crowds.
