s_N caps the games using Sabermetrics, the Dog Eff is only a tool he uses for added insight into his final selections. He is not using strictly 'system' plays. Well he is but they are exclusive s_N system plays!
He is trying to point out the value in RRL as well as the need to add a 'cap' to selections to increase 'edge'
I hope I'm on point s_N but that's how I interpret the RRL Dog Eff.

Degen, he's right. The Sagarin ratings on the spreadsheet are not correct. I looked at the updated link for NL pitchers and it's a bit different then the spreadsheet (after I ran the update).

so what would be plays as of now? Last two columns have numbers on top and bottom. Which numbers do we use.

The DOG EFF SCORE system only looks at the last two columns. We are looking for a dog with a positve score playing a fave with a negative score. Looking at today's sheet Clev is a dog at +17 and Phil is a fave at -40, triggering a play (and a winner!) for today. Nothing else matters for this system except those two columns.
The DOG EFF system looks at those dogs that already qualify for a System Play as described above. The added filter is the two columns marked as Overall Dog Eff and Using Odds Dog Eff. If a qualifying system play has a score of .400 or better in BOTH columns then it is a DOG EFF system play. An example from today is Seattle, while SD would not qualify.

I ran the older version this morning. Seems to be a glitch with the new version. The Using Odds column is using the data from Opening line, not current line. Using the current line of 127, Boston would be .667 in that column. Since we can only bet current lines not opening lines, we should be using that info for the Using Odds column.
That is why you are seeing SF as a play because they opened as a dog.
Seattle also is not a play under current odds.

The Colorado game is one I'll keep an eye on and refresh later to check odds. If they move from positive or even to - odds I'll remove them as a play.
