It could be luck or it could be legit but I dont think you can go off of 10 starts and say he is the best pitcher in the league. So that would also make matt joyce the best hitter in the league. But you disagreed.
I think guys like halladay, felix, timmy have proven for quite some time that they are the best pitchers in the league right now. JJ has to show he can do it for longer or in a bigger spot.

He leads the NL with 11 wins (despite starting the season on the DL and missing multiple starts) and has a major league leading 1.89 ERA.
The next closest in ERA in the NL is Halladay with more than half a point higher.
