If not, then they have now started one.  So, now make sure they stay locked up as well as the ones that do have the past record.  It is not an either/or -- you can lock both groups up.  

It does not take away from the point that the ones with the long records will not be out there repeatedly offending.

FDNY engine 22 my neighbor just got off a 24 shift about to go home . 3 what he thought were young 19-21 yr  kids harassing an elderly man and wife who were 82/78. FDNY politely asked them to cut them a break kids say sure he turns to walk away gets sucker punched from back then pounced on his head. Never work a day again . The oldest of the 3 was 17. Other two were 15. All three has history of violent crime while the one that crushed fireman's head 2 months earlier had kidnapped his ex girlfriend beating her. TWO MONTHS BEFORE. sure this ancidotal incidents but a new one every day. Violence in major cities is a disgrace. NYC went from one of the safest cities to warzone in less than 6 years . Complete disaster

Actually since suicide is in that category makes up about 54% of the number. 2nd it's my constitutional right to buy firearm to protect my household.
