Covid deaths aren't over counted. Lead stories fact check reveals National center for health statistics always separate out cases where covid is the immediate cause of death. Although deceased people may have risk factors, doctors determine they would still be alive if not for covid. Doctors are well trained to determine cause of death. So Center for disease data already differentiate between those who died from the virus and those who died with it.
