Correct (as usual) It wasn't "incentive" but rather it was "compensation" (as you said) for the added costs incurred as a DIRECT RESULT of trump downplaying the pandemic and allowing it to spread like wildfire without meaningful federal response, ultimately leading to the premature deaths of over one million Americans.
The man now charged with 91 felony counts - including TREASON against America - is more responsible for that disaster in America than any other individual -- and by a wide margin. Notwithstanding the MILLIONS who got sick and missed a lot of work pay (plus heavy hospital bills in many cases) as a result of trump's failure to protect our country. Notwithstanding the whopping 14.2% unemployment rate and over 20 million thrown out of work because of his failure.
