Russia is pulling an Afghanistan drain again on Ukraine and thus the US, they are slow playing their stack and know they could take over the entire region with no issues if they wanted to. If Russia wanted the provinces back in the fold they would likely go about it in a different way, this is more about NATO and the way Ukraine flaunted their ambitions in the face of Putin and we wonder why they responded as they did?

I would have to ask what you mean by that. If you are just asking about the phrase — I wouldn’t read too much into it. I think it is just policial rhetoric from the Right.
But if you are asking what they are referring to about why some of that side are tied down to some of the ‘entitlement programs’ — it is just the difference in ideologies.
Some folks see it as helping others that need a leg up, etc.; others see it as keeping folks held back (the slave term) because they have less incentive to get into the free capitalist arena.
But it is just usually retaliatory rhetoric. I would not worry about the phrase. Instead, when someone uses that phrase I would ask them what they mean and see if they use the entitled issue. If they do — then that is where you start your discussion with them. For example, are so many programs needed? Does it hurt more than help in the long run? Should there be time limits on it? Don’t they feel sympathy for their fellow citizens? Etc.
Anytime you get into a debate with someone you have to determine exactly where to enter? Where do you start to disagree? Do you agree on what the terms mean? All of that matters for a healthy discussion.
