If laws are passed that are strict enough by the US Congress, ( we don't really know the laungage of this bill) then the Attorney General could bring charges against offshore banks, corporations, ect... and charge them in a US court with breaking US laws, I'm guessing maybe racketeering, money laundering, conspiracy, ect... Once convicted and found guilty in a US court either in person or by abstentia, then they can be listed as wanted criminals by the US government and if captured, brought back to the US to serve justice, if the foreign government agrees to comply or maybe not. This is how the US government legally ( by a US courts standards) sent special operations troops to Panama to capture the former leader of Panama, Manuel Noriega ( who is currently serving time in a prison in the US) because he was convicted by abstentia of breaking US laws. This is how drug dealers in Columbia, terrorists in other countries, ect...are captured. So, yes, usually the banks, companies, ect... will just comply with US laws and not face criminal prosecution in a US court in person or by abstentia. ( again we don't really know what this law states)
