According to Vox, Puerto Rico became the most vaccinated place in the US and has among the lowest covid death rates since the start of pandemic. Vaccine mandates implemented before any of the 50 states. Key to success is that doctors and scientists lead public health policies instead of politicians. Messaging is the same - mask up and get vaccinated.

That is false. Palau is not part of the US, as a state or a territory.
It used to be under US trusteeship several decades ago but that ended in 1986
Palau is a sovereign nation which entered into a "Compact of Free Association" with the United States on Oct. 1, 1994
Citizens of Palau are not citizens or nationals of the United States.
The US also has similar "Compacts of Free Association" with the Republic of the Marshall Islands (RMI) and the Federated States of Micronesia (FSM), and similarly those are not considered part of the US either.

The real goal in the fight against covid is to reduce severe illness. Eradicating the disease is unlikely and a minority of people continue to become infected. According to Public health Canada, there is now indisputable proof that vaccination is working to save lives. Key is to compare past and present data. Graph shows later waves of hospitalizations declining significantly when compared to early waves as vaccination of population increases over time. Lower fatalities and hospitalizations despite alot fewer public health restrictions than a year ago. Life has returned to near normal for most people even with the more contagious delta variant in circulation.
